Justice Minister Welcomes PSNI Inspection Report Amidst Ongoing Challenges

In a significant appraisal of the Police Service of Northern Ireland (PSNI), Justice Minister Naomi Long has expressed her support for the latest inspection report conducted by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS). The report, which evaluates the effectiveness, efficiency, and legitimacy of the PSNI, highlights both areas of commendation and necessary improvements.

Commissioned on 30 September 2025, the inspection focused on two key aspects: the PSNI’s strategies for attracting, developing, and retaining a diverse workforce, and the fair and appropriate use of police powers. The findings categorised the PSNI’s performance in these areas as “adequate,” while also pinpointing several areas that require enhancement.

Minister Long remarked, “I welcome the HMICFRS report. Independent inspection and oversight are essential to maintaining public confidence and supporting continuous improvement in policing.” She emphasised the critical nature of the assessment, which underscores operational pressures linked to funding, workforce capacity, and officer well-being. Despite these challenges, the report commended the professionalism and commitment of PSNI officers and staff.

The report outlines that long-term budget cuts and recruitment freezes have led to a decline in officer numbers, exacerbated by high levels of sickness and burnout. The current financial uncertainty hampers the PSNI’s ability to implement strategic workforce planning and meet operational demands effectively. Minister Long reiterated the importance of addressing the PSNI’s funding deficit, stating, “We simply cannot address these shortcomings without the appropriate funding.”

Moreover, the report notes that while the PSNI effectively uses its powers, improvements are necessary in recording and supervising the use of force and stop-and-search practices. The Minister called for careful consideration of the findings by the PSNI and its partners, urging them to build on existing strengths and address the identified areas for improvement.

In conclusion, Minister Long expressed gratitude to HMICFRS for their comprehensive report, which recognises the dedication and resilience of police officers in serving and protecting the public. She affirmed that the priority must now be to enhance public trust and confidence in policing in Northern Ireland.
